NOTES:
So basically, the sifter "sifts out" quanta from your quantum generators so that it makes quanta that matches the card elements that you have yet to play.
I think the chance of an element quanta type being produced would be based on the percentage of that card element left in your deck/hand versus all the cards left in your deck/hand.
For example.
You have 4 time towers in play. and 2 time cards, 1 water card, and an other card left in your hand/deck.
with sifter on the board those 4 towers would produce on average, 2 time quanta, 1 water quanta and 1 random quanta of any element.

This would work with QT's. You could almost run a mono and just power it with this and quantum pillars/towers. Would get a lot more quanta production. Also, would work very well in those SoG Miracle, SS stalls.

Yah relics of other.
and Im not sure how it would balance to run a mono deck off of quantum towers. because for each quatum tower in the deck you would have increased chance to generate random quanta. plus you would have to draw the sifter as well. I have the feeling it would come to a wash in a mono. I think it would shine better in a duo trio or quad.
