Should probably say "when you play this card from your hand put another phase twin from your deck into play if able", as you never want it to summon more than one. And it is overpowered. Compare Gotp. -1|-1 for a really high chance to cast PU on itself (sure before you can buff it and stuff, but still). Also, free spell dmg. Balance point for this would probably be 5 atk keeping everything else the same (except using my text). Edit: for player decks that get the effect off basically every time and may benefit from the fact that this summons 2 for 1 (harder to cc, especially rt does poorly against it at first, until it suddenly works pretty well), both of which do spell dmg, 2 4|3s are more than good enough. Might even be relevant for sop, though it is a bit big to want to stop it from attacking.
