Wouldn't it be simpler--and just as clear--to write this?
"The size of your deck cannot be altered except during your draw phase."
To me, the phrase "during both players' turns" adds words without adding value. If the only time your deck size can change is during your draw phase, then it's obvious that nothing can happen to it on your opponent's turn. The text I proposed delivers the same meaning more directly. Arguably, the proposed text actually is more clear than the original text, because the original text can be interpreted to mean that you don't get a draw phase as long as the permanent is in play.
