Isn't the prevent damage part is the main function of this card? If this is the case then maybe putting it first will be better?

Also, does take damage equals to prevent HP from decreasing? How would it interact with Acceleration?

Acceleration is stat change as opposed to damage.  The same would be for Rage Potion, but that would destroy the card.

As for content order, I also feel target negation is a major part of the card.

Overclock: why Relic? Only thematic purpose?
Distilled Essence: Instakill much?

Overclocker's detrimental feature was the possibility of limiting hand size if not handled appropriately, or offensively, which Relic helps accomplish.

In upped, Distilled Essence costs a lot more than Lightning, Rewind, and things that would normally be considered instakill WHILE giving an extra quanta source to the target's owner.
