Deviantart definitely should not be banned.  There is a HUGE gallery of photos that can be used with permission.

TIP:
When searching for art on Deviantart, use the "Resources and Stock Images" option.  The majority of images there are up for use, although every image should be investigated on an individual basis.

How do you activate this option. I cannot find an advanced search function.

At the top use the regular search function.  After searching, there are "categories" on the left side.  One of them is "Resources and Stock Images".  From there you can specify your search further.

I'm not sure if I've seen that image on Deviantart, at least not recently.  But licensing and permissions are on the right side of the page a bit down while looking at a piece of art.  I usually just read the specific artists' usage policies.  They are often linked to in the image description or you'll have to investigate further by going to their profile, and looking through their journals/main page articles to see anything about permissions.

VERY nice work here Zblader.

One thing that I could do is probably combine all of the tables found within your OP and merge them into the 'Photobucket' sticky topic (giving you and others here the credit ^^), so that people have a clear list of what art they can use, can't use, and should check before using. However, if you want this to be put up as a sticky, I'll have to do a few other edits here and there to make it more accessible (the Q&A format is cute, but some members would rather prefer an upfront table with sites they can and can't use). It's up to you guys about what you think is a better idea, although I prefer the former (as it takes less work and still grants you credit).


SIDE NOTE: ...I should probably mention something about people using artwork off of NON-ENGLISH sites; those are the worst to trace back to, since I don't know Swahili or Arabic words. T_T
