I saw on regular occasions in the Arena the AI playing multiple SN in the same turn without getting a Singularity.
Sadly, I always forgot to do a screenshot...

I've seen it as well, in particular when I have SoSac up.  AI doesn't generate singularity (but plays like it does, so typically won't play multiples in a turn.)

Confirmed several times. Sometimes it just don't generate.
I'm not sure why, but i've also seen it when not under SoSa or Sanc.

This happens if you are under SoSac. I've seen this happen with chaining both nova and supernova.
