Forest scorpion + adrenaline

Forest scorpion + adrenaline = 4 damage & 2 poison counters

Shouldn't it give 4 poison counters?

NB: this is not a question whether that itself would be OP.

it was considered overpowered that a creature (like puffer fish) could place 4 poison counters  in attack phase with adrenaline,
so it's nerfed down to 2 poison counters.

I think all these questions including the link above could be explained in the Wiki, in a session like "Game General Rules". Many rules are not explained unless you play and try this out.
