basically what the title is I had 99 out of 100 health the vamp dagger dealt the final blow and it didn't EM

Not a bug, since 1.29 i guess, hitting the final blow with the vampire skill don't give EM

but a vampire creature or a creature under the effects of liquid shadow does give EM under the same circumstances so why not the dagger

It doesn't EM for creatures.

When a creature with Vampire deals the finishing blow, it now counts as an EM. Also, in some cases where the HP exceeds the maximum in healing, it may grant additional Electrum upon EM.
It's happened to me before when facing Akebono with LA. I won 124 :electrum .

I don't know how you're thinking this up but the only skill that was given EM fix was the skill of the Druidic/Jade Staff.
Vampirism no longer gives EM since fixing the anti-poison bug. Since damage needs to be calculated before healing -unlike say Druidic staves- the order can't be reversed, and no Vampiric units on your side will give you EM. It's sad but zanz said we can't have both Vampiric EM and no bugs with stuff like anti-poison (for now?).
Edit: keep in mind that this only counts if the Vampiric damage is the final blow.
