I dont know if this should be considered a bug or not but...
The AI does not know how to use silence efficiently. It once used it twice in a single turn.

AI does a lot of screwy things like this.  Playing multiple Gravity Forces on the same creature and playing multiple Sundials in the same turn are other examples of such behavior.  This probably qualifies as #19 on the Big Bad List of Known Bugs.
