Solar Shield/Buckler not producing light quanta

I got Solar Shield today from the oracle, and so I made a deck around it for arena, and then I noticed, when testing it, that it wasn't producing any light quanta.

As I'm attacking my arena deck (notice that the shield is showing the light quanta generation but not adding light quanta to the arena deck's quanta pool):

It is well-known that Sanctuary stops Solar Shield from producing quanta, as it should. Not a bug.
