my opponent has monsters on the field. they arent momentum or psion. but when they attack my solar shield, they arent generating quanta for me

If you also have a Sanctuary in play it will block the quanta gain.

The same thing happens with dissipation field/shield.  It's a really common question, and it is not immediately obvious why it occurs, until someone explains it.
