i'm sorry, but i'm confused. so basically the description means that 'during opponents ' turn. so unless i put a sanc, he can basically still suck the quanta, BH, and use SoB? ok, i think i need to play more

Anyhow, that's a bad description. During opponent's turn? means that i can BH, use dev and SoB if my opponent has sanc ..... (which obviously i couldn't) just because it's my turn not his.
