I noticed that if a creature can use it's skill, then it is PU/TU'd, the PU/TU'd version can't use it's skill.

This isn't a bug, it is sort of an exception when it comes to making an exact copy of a creature.  When you PU a creature, it is just like playing a new creature.  Thus, the summoning sickness is associated with it.

It's not a bug. Just as Dragoon1140 says, PU is actually creating an entire new creature with the same stats and skills as the original. Since it's a new creature, it has summoning sickness.
