There is nothing in the intent or wording of un-upgraded Pandemonium to indicate this is a bug.  It affects what it can across the whole board - and leaves alone that which cannot be affected.

You're not reading it completely. He says that when all opponent's creatures are immortal, then yourcreatures will be unaffected too.

Well, the bug that has been reported and confirmed before is that if your opponent has a target-able creature in the same slot (opposite side of field) as you have an un-target-able creature it is not targetted by Pandemonium.
