It means that Owl's Eye will hit winged elementals even if webbed (it just made sense to me).
It is not working that way. A webbed Eagle's Eye will not hit through Wings.
On another note, if "ranged" is an ability for weapons, should Eagle's Eye lose it when it becomes a creature? I wouldn't think so because it is still a bow or sniper weapon. In that case, "ranged" is both a creature and weapon ability, but is currently bugged.
