Lobotomizer doesn't refund quanta when ability is cancelled

Sorry if this is already known or if it's a feature/ debuff not a bug. But whenever I use Lobotomizer's ability it removes the quanta from my pool but if I then cancel the ability it doesn't refund the quanta like it does with the other weapons and play cards and cancel them.
Again sorry if this is out of place, I looked everywhere for a post similar or it written under the card description.

Whenever you use an active ability, both permanents and creatures, cancelling that ability does not refund the quanta.

Basically don't click the ability unless you really mean to.

The only time quanta is refunded is when a spell card is played from the hand, and you cancel.

E.g. firebolt, SW, Drain Life

But cards like RoF, TStorm and Pande will not

More specifically:

Any card played from your hand that requires you to target something can be canceled.. in which case, the quanta will be refunded.

Any ability used by a card in play that requires you to target something can be canceled.. however, the quanta will NOT be refunded.
