Phase Dragon + Sky Blitz = no effect [unconfirmed]

I know Phase Dragons are not "targetable", but it shouldn't matter. SB has no effect on phase dragons.

Also, when sky blitz is played with no targetable creatures, it only consumes 9 air quanta instead of all your air quanta. This might be working as intended, but the text of SB doesn't imply that the spell needs to be successful in order for the air quanta to be fully drained.

We've discussed this on the "Buff Sky Blitz" board of which all spells cannot target Immortal creatures. Shields, Permanents, and Auto Creature Skills (think Chimera) do effect Immortal creatures.

I fail to see any reason why Sky Blitz should behave differently than Chimera.
