If you click on scarab to devour (I'm not sure if the same is true for otyughs) then try to hit cancel, the quanta is not given back unlike other spells.

It's not a spell. It's a creature ability. Those aren't refunded when cancelled.

It's been in place since the game came out. I don't think it's a bug, I'm fairly certain it's intentional.

It's intentional cause you got the creature ready to attack and then told it not to.
