I can't see why a frozen creature is not able to use its ability in the turn I cast a Quintessence and remove the ice. It isn't the first turn it arrived into play, so I think that you should be able to use the ability after you removed the ice. So this seems like a bug to me.

Disagree. The creature is just coming out of ice, and back into play. Since it's just going [back] into play, it shouldn't be able to use the ability, just as when it's first put out.

Technical explanation is probably that ability "uses" are (re-)filled at the beginning of the turn, and if your critter is frozen then it won't have a "use" when you unfreeze it later that turn.

The real bug is probably the fact that quintessence removes the ice. It's not mentioned anywhere in the card description and it seems illogical. The creature got hit before it was untargetable, so it should suffer. Going by this rule quint should remove poison, time bubble, and wounds from fire shield as well. It doesn't so it's a bug.
