Firestorm used on empty field by AI [unconfirmed]

I was using Eternal Chaos, had 1 dune scorpion in play and Hermes used 2 firestorms. The second firestorm obviously was not needed. I don't know if this is considered a bug

I've only seen this once (2 pandes and a firestorm). The AI had a full hand of CC, so you'd think it's more likely they were clearing room in my case. He'd been holding them for several turns though.

Anyone know if the 2 cases are the same kind of issue, Just getting rid of control they consider useless?
