Title: Drain Life/Fire Lance

Can't help but notice that these cards seem to do more damage than they are supposed to.  For example, Drain Life supposedly "Drains 2 HP's from the target for each 10 darkness quantums in your possession."  However, these cards seem to the be only ones that "round up".  Despite having fewer than 30 darkness quantums, my opponent manages to do 6 damage to me.  Why does burrow damage round down and Drain Life and Fire Lance damage round up?  Not to mention the fact that the description doesn't allowed for rounding up.

I would say it rounds up mostly because the cards would otherwise not do anything if you have under 10 quanta.

Well yeah, so you wouldn't use it if you had less than 10, same way you wouldn't use Rain of Fire if there are no enemy creatures on the board. Or purify if you weren't poisoned... etc.

Those cards do some damage even if you only had enough quanta to play that card. So Ice bolt/drain life do a base damage of 2, and then add 2 more for every ten quanta you own, firebolt the same way, but it starts with 3.

Those are totally different reasons. You do not use Rain of Fire if there are no creatures because there is no point. Similarly for Purify. You are saying that not using Fire Lance et al if one has less than 10 quanta because one shouldn't is the same as there being no point to using the cards.
