No mulligan in T50

Opening draw with no cards to play.  What happened to the auto-mulligan?  I was playing a PuppyChow Rainbow variant so there are ~8 Quantum Towers in there.  Even worse, I didn't draw a tower for 5 turns so I quit.

I believe auto-mulligan only goes once. So, in the off chance you get no playable cards a second time, you're boned.
