Because, I can say that freeze in general is imo OP. Spamming it with no return is very powerful, hence such card being a rare, though I feel it needs another step in that direction, by adding some defensive qualities to the target affected.

If Freeze is overpowered, what is basilisk blood? Gamebreaking?
I think Freeze is, in many ways, more potent than Basilisk Blood, though it doesn't get as much respect. There are 4 cards that can or do freeze an enemy creature. Only 2 cards do BB, and one is a Nymph. Though it only lasts half as long as BB(or 2/3 with congeal), it's much easier, given the right circumstances (squid with quint/no CC) to lock down several enemy creatures with one or two of your own creatures. Add in the synergy with shockwave, lack of +def like BB has, I think Freeze is an undervalued ability.
I'm not sure what the proposed change in the topic would do to Freeze in the big picture. Sounds like a slight nerf more than a buff. You rarely want to freeze your own creatures unless they've been anti-mattered or something.
