Very rarely do I use this card instead of a Precognition; the drawing power is equal.  It may offer some nice stall, but I just don't have a use for Sundial anymore.
You're comparing houses to cars here. I don't always use the draw power of the sundial - the Sundial shines in a large stall rainbow with otyughs and bone walls. On the other hand, the Precog is nearly useless in a large stall rainbow (the peek into opponent's hand is nice, but still), but it's used in speedbows fairly often.
Precog and sundials are similar in that they both make a 30-card deck smaller.
Yet dramatically different in that one peeks at opponent's hand and the other completely stops all creatures from attacking for a turn.

You forgot about it's greatest advantage. Creatureless decks. Decks like firestall or death poison can really benefit from this cheap card (you don't need hasten).

Poison + Arsenic + Sundials are something really good to use.

Its justified because there was a deck which had to decide between sundials and precogs in this manner, here:

un-upped Sundial > upped Precognition
No need to buff Sundial!

Im sure after zanz nerfed it he wont buff it again besides im glad he nerfed it before that it was really cheap, very abused,and most of all very annoying absoulutely no orginal decks without even knowing your opponent you could assume he/she had 6 sundials cause the card was so OP.

i think its fine as it is. i use it a ton with my main deck and it works amazing. i win a ton of games using it as it is. to make it more powerful would be to stop att  ability's but that would be too much for it. i like it the way it is

Should the Sundial be buffed?
I mean yeah its good, it saved my life multiple times, and it speeds up the game with the hasten.
But when it's "upgraded", its free but it costs two light quantums to hasten. That's like transferring the 1 time quanta to for another light quanta.
I think it should be free and still cost 1 to hasten.

This card got the nerf-bat some time ago. I know there's been discussion about somehow adding more to it, but I am fairly certain the discussion boiled down to it is fine the way it currently is. I was going to post the links about the discussion but they are evading me.
