Photon (unupped) has absolutely no synnergy with hope, except if combined with Luciferin.
Photon & immolation is seen very often, as well as photon & Eternity to prevent deckouts or photon & mutation to gain a very cheap Abomination or mutant.
Mitophotons with Bonds is also a very viable strategy against the right kind of opponent.
Photon is FAR from underpowered/underused...
Unupped meta has to deal with photon. It doesn't want to.
Photon and immolation is seen very often unupped, but I'm pretty sure that's because it's the only 0 cost creature, not because the creature is good. In the upped meta, most immo rushes use damselfly because that has more ATK. Lava golem rushes are more common than seraph rushes. Immo rushes are pretty bad from my experience unupped due to you being unable to play phoenixes from them on the same turn. And you kinda need gnome gemfinders for golem rushes.
Ditto mutation. Most mutation decks I've seen use singularity, actually.
You can just use your time creature instead of photon. Using it in place of another card just to stop decking out is a complete waste.
With another 0 cost creature, the 2 are interchangeable.
There's a difference between something being good and something being the best it can be.
Just because, unupped, photon is the best at what meager uses it has, doesn't make it good.
If it was, then making skeleton cost 0 wouldn't mean anything.
And it still doesn't.
