No buff needed, it is called Shard of Bravery for a reason.  Take away opponent's draw and it no longer relates to the theme or name of the card.  Of course, name could be changed to Shard of OP, and theme would fit name and function.

a way 2 buff this card without make it OP is 2 let  you draw 2 cards (3 if  :fire mark) even if your opponent hand fills up

That was the original card. It was deemed OP though

Personally I think it's fine. You give you and your opponent an equal amount of cards, then you pay a bit of cost to play it before him.

The quanta cost could be dropped to 4 | 2, but that's about it

Random Idea comes to mind : Be brave and draw moar cards even if your opponent hand fills up by sacrificing X amount of quanta and/or HP.

I changed my vote, -1 cost.  I haven't gotten around to upping mine, so they don't see a lot of use because of cost.  Excellent idea

Quanta might not be there to sacrifice. What then?
These decks don't care about their hp.

Quanta might not be around for you to play your creatures. What then?

Well, I thought it was obvious. -You don't play it.-
