If that change were used, it would require a rippling buff to Ray of Light, Dragonfly, Gnome Rider and Gnome Gemfinder. (Damselfly would be fine)

Not really. This skill wouldn't work with hope, for example, since the quanta is only created once. It would speed up photon/luci/hope, but it wouldn't change phoyons role too much.

Now I think reduced combos would be a net loss to EtG.

 I think that upped is good, we have competitive decks with this, the suggestion of increase cost of Photon to 1  and give it the ability to produce 1 per turn like the Ray of Light is nice way, however I know that the purpose of this card is for use with luciferin-hope or immo,

 A buff would derail this combination and make bit strong in pvp1, is very sensitive  this issue buff photon.

"Light Emitting" is not defined rigorously.
At the very least, the proposed buff should allow the photons to power hope on the turn that they are played.
It would also change their role to allow Hope to be played on the same turn without needing to wait for quanta production (in contrast with RoL)

I like the buff. Its subtle and changes the utility of the card from its upped counterpart.
I would actually want to include both photons and rays of light in a hope deck if this buff were implemented.
The photons would help push out the hope shield followed by luciferin. Once hope is up, you would then switch to RoL.

Lastly, the buff provides photon with the ability to fill a unique niche as a weak counter to quanta denial. A niche not yet filled by any other creatures (which do not produce quanta when played). It would make the photon very unique.

Also it'd give Photon/Immo a reason to be more Fire/Light besides "it uses light cards"
