This card takes an enormous amount of quanta to use, and its quite difficult to work it into any deck. The large cost requires that it must be used in a mono/duo/trio using water pillars in order to play it quickly.
Mono is out of the question because who wants a nymph that makes more nymphs that make more nymphs, and so on.
In a duo or trio, it takes a few turns to play, destroys one of your towers, and leaves that nymph wide open to CC, unless you have aether to protect your new nymph, but that's another element you need to work in.
If used in a rainbow, it competes with permafrost and forest spirits for quanta and is a dead card for a good 4-5 turns if gotten in your opening hand.
I would suggest lowering the cost to 5 unupgraded, 4 upgraded, allowing it to be played much more quickly. It's really a shame that this card is too difficult to play; nymphs are so much fun yet they are so hard to get, and this card could allow people to use nymphs much more commonly.
