Ok guys.

As Master of Water, I tried to find something that makes sense at using this, having benefits from its power.

I couldn't.

I just couldn't.
Not even with the removed upkeep.
Not even with Antimatter or Aflatoxin.
It just makes you risk less being an idiot with Squid.

Though the only thing that it works reasonably well with is Aflatoxin. But still meh.
A dead card most often than not. Sadly.

Quint is even immune to it.

I think it should at the very least be able to kill immaterials, similar to Fire Buckler.

If you went with that option, to make it fit in with the style of the rest of the card it'd be appropriate to do something more along the lines of "Flood the second row" rather than a random card each turn.

Pretty weak card.  The best idea posted would be it gaining the ability to choose random squares to destroy monsters, as well as being able to target immaterial monsters.  SELECT RANDOM TARGETS.

No, let's avoid adding more random effects to the game. Whenever possible, we should try to limit luck to the card draw, and favor the development of cards where tactics > luck.

Random effects  end up giving much more importance to the luck factor than would be desirable.

The problem with random squares is that when if floods square 1, you're doomed.
If the squares randomly change every turn, it's a random instant kill permanent. That's OP, too.

The 1.29 buff is okay, maybe enough to make it usable in competitive decks.

indeed, it still sucks.  tried it out in different deck variations with the new shard of patience, and either i was already doing enough damage to kill the opponent before drawing a flooding, or I never got out enough creatures anyway to get the benefit from the shard.  So it turned out to be completely useless.
