this card already has some interesting posibilities:
if your opponent has no way to make creatures immortal then combined with a nymph queen you can blow up an enemy non water/eather pillar per turn (though some of them are nasty to have around for one turn), if you have eather yourself however lobo can fix this and also lets you blow up enemy eather tower (with a small risk of them playing a quint to have a 7 or 8 attack creature)
it also wrecks rol/hope deck causing them to do little or no damage and/or reducing their shields and quantum gains
so the card is certainly not useless.
Other uses are a combination with AM, now you can AM 6 creatures and auto kill creature 8-23. sounds nice to me to be honest.

now against someone using sparks or the upgraded version of that card this card is useless ofcourse, but then no card should be even near perfect

How about this... While Flooding|Inundation is in play Thunderstorm|Lighting Storm deal 2 damage instead of 1 to all enemy creatures. It would be a nice buff to them both and improved the synergy with the elements

How about... flood a random selection of X squares on both sides of the field, each turn changing the squares affected.

Okay, no more mentioning random squares flooded, we all know how well the randomness in elements is, IT SUCKS, the best option is a buff for water creatures obviously, then it at least has a use right away when played instead of having to wait for your opponent to play the first 7 creatures before doing anything.

I like the gain quanta Idea. Or perhaps All water creatures gain +1/+1 and fire creatures gain -1/-1. Another random idea, Cover the 2 sides on the middle row so that the opponent can only have 5 non waters out instead of 7.

As Master of Water, I tried to find something that makes sense at using this, having benefits from its power.

I couldn't.

I just couldn't.
Not even with the removed upkeep.
Not even with Antimatter or Aflatoxin.
It just makes you risk less being an idiot with Squid.

I'm not surprised.  Like I've said, the fact that an opponent can still play seven creatures before flooding actually would do something means it's essentially a wasted card/turn/whatever.  The only deck I can think of that would actually feel the creature slot crunch is rol/hope.  I think even those life rushes can work adequately with just seven frogs/cockatrices.

I'm officially joining the 'Flooding is UP' bandwagon. Neptune just came off my RoL/Hope auto-skip list because Inundation is so easy to work around.

The problem is that most of the buffs suggested in the past have been game-breaking OP.

So, totally just though of a way to re-work flooding and make it useful. Give it a set increasing culumulative upkeep. For exaple, you play flooding, it floods all but seven squares for  :water. the turn after it takes over another square of an additonal upkeep of  :water :water  bringing cumulative to  :water :water :water. So on and so forth. You cannot keep up  a seven to nine quanta return forever and play any damaging spell.

I have no idea how it would code, but it would make flooding worth while. Just my 2 :electrum

That sounds more like a nerf then a buff.

Heres a random idea that might work, have the flooded areas shift randomly every turn, or every few turns.
