really the only problem i have with it is the cost. ice dragon has the same buff when upped and it only goes up in price by 1. a small reduce in cost wouldn't knock it out of balance.

Actually the Arctic Dragon gets +4 attack and -1 defense for a cost increase of 1 while the Ruby Dragon gets +3 attack and -1 defense for a cost increase of 2. But why is that okay? It's simple, actually it was stated times before in this thread. 15 is greater than 13.
Let us just look at one example:
3 Ruby Dragons = 45 damage a turn
3 Arctic Dragons = 39 damage a turn
3 Ruby Dragons + Sky Blitz = 90 damage
3 Arctic Dragons + Sky Blitz = 78 damage
The difference is significant, and additionaly, you can compare it to RoL/Hope. Why do you use Light Dragons over Angels? Angels aren't affected much by CC and are cheaper (Angel: 6 for 7 damage+ability; Dragon: 13 for 12 damage+vanilla). But dragons almost have the strength of 2 angels in one creature, and that's the point.
To put it in a nutshell: If it makes a big boom on your enemy, it equally makes more boom on your quanta.
