I think it has to combo with regular damage in order to be generally useful. You should still be able to use SoV by itself, and it will kill very slowly as it does now. But if you use it along with regular damage, it should gobble up Max HP very fast.

In other words, the gobbling of Max HP must not be tied to how much damage it does.

Perhaps having each SoV deal one or two damage and drain three may give it the small boost that it needs :)

I believe that the main issue with Shard of Void is that it is balanced against opponents with 100 HP, but is very underpowered when the HP is more than that.

I suggest that Shard of Void should read "Reduces opponent's healthy by 2% or by 2, whichever is greater. 3, if your mark is  :darkness"

This would make it a more viable option against Arena decks.
