This dragon is not the only one that gets more expensive, but more attack and less health.  Other dragons are the same way.  I don't think that this dragon needs to be buffed, and if it did, I believe that most of the other dragons would also need to be buffed.  It works just fine, and is useful for getting high damage outputs fast.  It can be a very strong card when used effectively.  So no, I don't think it needs to be buffed.

Based on SnowWeb's comment we are getting for 2 quanta: +3/-1 , +3/-1 , +4/+1 , and +2/+1. What this tells me is that if anything sky dragon may need a small nerf, but I don't think Silurian Dragon needs a buff.

Comparing the Air Dragons to the Time dragons however is a little telling.

Time is getting the short end of the stick in that comparison.

Sky dragon haves 7 hp, same attack and same cost as Silurian dragon.

I would say a little buff in hp should be enough.
