Perhaps it can be seen this way: I could still justify picking Chaos Power over Blessing because of a potential of 5|5 instead of a 3|3. And as a result, is there really any competitive deck that used Blessing instead of Chaos Power simply because of the so-called "reliability" and not just simply because the other uses quanta that's more easily accessible? That would be a no. Any deck that needs damage boosts, while having both Entropy and Light as available quantum options, would pick Chaos Power over Blessing. Truth is Blessing is only used competitively simply because the element is still free in a rainbow, it's a mono light, or it's a duo with light for other reasons and not for the sake of Blessing. Take for example, Chaos Wyrms, which wouldn't gain a single advantage by using blessing, but would be much more slower with it.

Also that Blessing can be used over Chaos Power in limited-ups events to avoid using up some of your upgrades on your buff cards.

Blessing tends to work better than Chaos Power with, say, Otyughs, because the reliability of gaining 3 HP is actually pretty important.

Serious competitive decks I can think of that use Blessing or CP (not guaranteeing I'll remember them all but here's trying)

-Pegasus (uses blessing because light is in element)
-Wyrm (Chaos is more common, blessing also used.  Upside greater than downside for CP)
-Dunes (Either or, depends on support cards.  Blessing if used is chosen for being in element with Sancs for stalling)
-Ball Lightning - Chaos Power is more common due to low cost.
-Chargers - Chaos Power more common due to being splashable
-Otys - Blessing more common due to reliability of HP increase, also in element with sanc
-Deja Vu - Blessing more common for controlled adrena hotspots in bow, also more common for reliability in a duo setting.

On the whole it actually looks kinda balanced unless I'm missing something.

Scibra or someone can explain how the card cost theory works, but it's something to do with :entropy getting a -1 bonus to cost for all cards with random effects.

The only one I see actually working is the controlled hotspots for maximizing adrenaline, which is a rather situational and may be called a "forced combo". Bad design. Blessing otyugh is a thing, but the job is better done by Plate Armor in the upped format, which is funnily one of the most underused cards in the game.

I agree in unreliable cards costing less, but a meager ±2 damage variation costing 1 quantum is something that I don't agree on. Especially that the variation would more often than not even out, as it is a card that you would usually pack 6 of in a deck (LLN).
