Unupped rustler can be used in life/light rushes AND queen decks.  Upped leaf dragons can only be used in life/light rushes.  The proposed changes (by me) allow for upped leaf dragons to be used in life/light rushes, and in queen decks, aka the same as it's used for unupped.

The thing is, they are sub par in queen decks. They just add another layer of fragility to the deck, another thing you need to protect to function fully.

Rustler does need a buff, small one would be fine, +0/1 wouldn't be bad for both versions.
