The answer appears to be zero. It's explained in the paragraph just above the bold white text you noted. Also, near the top of the OP, there's a typo on the word 'bidding' (written as biding).

If a boss runs out of points with less than 7 total members in his or her team including themself he or she can't bid anymore and the Brawlmasters will place players without a team in the remaining positions (please don't run out of points with less than 6 confirmed players)

If a Boss has too few players because they were outbid, they get leftover players for 1 point each.
Since the cost of getting leftoverplayers when you run out of points is unspecified it could either be 0 (no cost mentioned =  no cost) or 1 (no cost mentioned =  previously mentioned cost)
Either way it could use clarifying (although it is a clause that should not be used)

If a boss gets a leftover player that has that team listed as one of their proffered teams, are they still "refunded" a point at round 1?

If it should happen that way (we encourage it not to), the additional members will not cost anything, noone will start at negative points.

Points are not refunded if you are given a player that is your preferred team. (you get a point refunded if you bid on them, not if you're given them)

Running out of points could be a strategic maneuver if there are obvious top dogs in multiple categories. Having the additional members cost 1 point each (as happens when a Boss does not win enough members) would be more fair and consistent with the other additional members rule. If such a circumstance occurs where a Boss intentionally tries this strategic maneuver, then they believe they are in a position that they could win even if they started at negative points.

However we are talking about a delta of just a couple points and the maneuver is only beneficial in an extreme situation that ideally should never occur (because Brawl should be a competition such a widespread skill disparity is not ideal).

PS: Also, just looking at the auction prospects so far, I do not see the maneuver being wise this Brawl.

Thanks Oldtrees for your analysis and input. If it seems like people are going to try this maneuver and too many do, then we may alter the rules in Brawl #4. For now I think this is the best way to handle it. But thank you for the input, and anyone else with any input do please let us know. We want to make brawl the best it can be for everyone ^_^
