You priced the reflection skill as quite valuable which is likely to be a wise move (multipliers are tricky to predict) but I notice the additional cost for the built in interaction is rather low. I would have decreased the casting cost by 1 and increase the activation cost by 1 to better balance the costs.

It's low because it literally would not have fit on the card otherwise; that's also why the effect doesn't mention "a" target. I did want it to be two light initially. To make it cost more, I could've given it a chroma cost, but that looks and feels very ugly.
I was very, very worried about the more degenerate aspects of the leviathan; people on my team wanted it dropped to six water, but I wanted to make absolutely sure it wouldn't cause problems. As for the additional effect, I put the effect in light out of a variety of other options because of how it's thematic with lasers and to encourage other decks with the card; If you compare the ability to, say, plague, you basically have an archangel with an upkept, slightl-more expensive, hits-everything plague.
And you're right; there is no lore about jormungandr with lasers (yet). That's why it's a
scaled leviathan.
I really dislike the huge difference in stats on the Leviathan, and the effect is interesting but kind of wonky.
Yeah, fair enough. It was the only buffable thing on the leviathan, and I intentionally tried to make the stats underwhelming on the unupped.
