There is no objective criteria upon which voters are directed to base their votes, not that I know of at least. You get to cast your vote for the submission you feel should 'win' that task. If a voter feels that a result, no matter how generated, has been allowed as submission by Brawl Masters and they prefer to vote it first or second then there is nothing fair, unfair, atrocious, disappointing, effort-requiring, effort-lacking, effort-wasting, talent-based, talent-ignorant, astonishing, revealing, honorable, dishonorable, challenging, or non-challenging that can be levied against a person's vote.
Example: I put a lot of effort into the GP DB/FE task for R1 and am not upset by Cal's description of it as "wrong" or "uninteresting" (by the way, my opinion does disagree strongly with the sentiments in that) but rather have let Cal have his vote his way because that is what Brawl votes are. A claim that GP's DB/FE Round 1 submission should be not voted or lowered because it attempts to revamp a system that wasn't part of the task is, my opinion, an invalid reason to demerit since the task didn't say we shouldn't or couldn't revamp parts of the game. However, the vote and reasoning stand on their own as Cal's opinion and supporting reasoning for voting how he did.
