For the deckbuilder task - am I correct in taking the phrase "make the other person win" (italics added for emphasis) to mean this deck is for PvP (i.e. - human player using against a human opponent)?

It can be PvP or PvE.

The PvP enemy may be aware.

The deck is meant to cause the person playing it to lose as quickly and possible without decking itself out.

So is speed the important factor?

 The most important factor is the creativity of your deck, but speed matters because the more you stall your defeat the greater the chance to outrush/outstall your opponent, hence failing to kill yourself on time without decking out.

Are we allowed to use screenies in the Boss task?

Proposition: for DB task, I believe we should not only create the decks, but test them in a sort of mini tournament, where a representative of each team would have to do their best to lose to the opposing player. Loser takes it all!  8)

Edit - Clarification: I did not mean this to replace the voting. but to supplement it, or to serve as additional entertainment but have no direct impact on the voting

Edit #2 - Recommendation: TOs, feel free to take this idea as a future Rent a Deck tourney

Is it allowed for the deck, when used seriously, to be able to win games semi-easily?

Say, Ghostal? Powerful deck, but it can be used to easily make yourself lose.
