An orb or helm slot would still be a permanent. We need to create a new type of card (Creature, Permanent, Spell, ...) not a new subtype of card (Shield, Weapon, Orb, Mark, Helm, Wand, ...)

This is correct. Now, a new slot may be introduced, so long as the card is not a permanent and is sufficiently different from permanents.

Just to clarify on the CD task: The idea is to make a new type of card other than permanents, creatures and spells (see the field cards in yu gi oh ie.). It would require a new symbol, but you don't have to create it.

I didn't see it mentioned as being not allowed as in past rounds - though I could also assume it's implied from now on.
