But that's all you can do, unless you have a ton of light pillars available. Gravity by itself isnt too great at stalling, which is where the BH Sundial combo would come into play, presumably. Miracle would require 3 turns to play (assuming you have less than 12 light pillars in play, which, while not impossible, if a stall deck has locked an opponent so much that they get 12 pillars, they're favoured to win anyway), and even cards like Sanct and SoDiv are hard pressed. You can run it off the mark, sure, but that requires a stall deck without healing which is incredibly difficult to achieve, and would also mean you can't use the Sundial draw.
Perhaps then, it would be considered to increase the ability cost to 2

? I think you would still find that too strong, but it does mean you can't run it off the mark.
EDIT: Thinking about it more, the quanta lock is quite brutal, since it hinders the use of Pendulums. Best case scenario is that you play them, wait for the pends to generate Light, then lock the gravity side
