Well I don't see how this view makes sense. Blue Crawler already is only a 3/3 creature for a cost of 3 Water Quanta and Water Golem for just 1 more Quanta is much, much more powerful with 3/6, PLUS all these extra abilities. If you made a 3/6 creature with no abilities at all, 4 Water Quanta would be a fair price. Since Blue Crawler is normally powered compared to most small-to-medium creatures in most elements, I think this card is overpowered if anything.
This is a good point however it doesn't take everything into account.

Increase in stats =2 (3[Attack]+1[HP>5]=4-->6[Attack]+0[6>HP>0]=6)
Skill Value=1 (Arctic Squid's freeze is worth 2
, This is a limited freeze[3 uses each] so at most it is worth +1)
Ice Golem is worth a Water Golem + increase in stats+skill value=4+2+1-2=5
Both of these cards check out mathematically assuming PhantomFox's deductions are valid (highly probable) and that my further estimations are valid (less probable but still probable).
