Maybe I'm wrong but I noticed that, when there are vultures, they use the ability before rain of fire hits them (if they are not the first creature on the row), so I supose that there is an order of hits on this case. Then there will be a first of diying and that would be the copied one.
If I'm wrong... then, as you said, it clones the least powerful.

Since Tomb | Grave is always burrowed, does this imply that any other creature it becomes (i.e. - when a Virus dies for example) will also be burrowed as well, and thus have its attack reduced?

Logical choice of having it burrowed to counter the Fractal spam I suppose. Fits thematically and logically speaking. :)

Edited with an explanation on the main paige. When it becomes a copy, it's only burrowed if the copy was burrowed before dying.

Actually, there is a slight delay in hits, if you've ever noticed with multi-target spells.
Since they actually individually and automatically target every enemy creature, it would probably copy the first one that died.

I've noticed that now, under a rain of fire, all creatures die at the same time (I've seen it with vultures, they don't grow). So I gess that if all creatures die at the same time, Tomb/Grave will copy one of them randomly.

grate idea, but i think it should have more HP.
and i have a question. "copy" means change the HP and ATT to the creature HP and ATT? or change also stats, name, skili, ect...

It has 1 hit point because of Nightfall | Eclipse. If the player uses that permanent it has chances to die due to fire shield or Thorn Carapace.
When a creature dies, Tomb | Grave becomes an exact copy of that creature as it was affected by Twin Universe.
