I think that this card is only imbalanced when you consider Unstable Gas. 

Is it right to consider balancing a card just for combo with a single card while it is balanced with rest of the entire cards ?

I think 4 |3 would be balanced.
It is an extra weaker steal or an extra cheap version of an expensive permanent.
The versatility makes it worth more than just a weaker steal.

That would make it extremely UP compared to steal, the card is already balanced(lower cost to copy any perm (1 card benefit) rather than destroy and create a card(2 card benefit)).

It works either way for this game, no need to change the card text.

Get bonewall out, use plague retrovirus and such and get a good amount (say 30 walls)
Would this double them or add one?

I'd assume replace them all with 1, like steal does.

It would replace the 30walls with 1wall.
Copying a weapon or a shield will replace it.

It would help if it was clarified in the card whether the copied permanent went to the field or to your hand.  Perhaps something like "Adds a copy of target permanent to the playing field" or using PU's wording "Summons a copy of target permanent"?
