OK so sorry SG I put two cards in this thread but unfortunately people would find it hard to understand the first without seeing the second. (maybe we should look at that)
Yeah we need to tweak the rules a bit in case there are cards that work as a "team".

time dragon (i forget name) turns into 13/4 upgraded, Ruby dragon turns into 15/2 upgraded. Air dragon turns into 13/7 upgraded and ice dragon turns into 13/6 upgraded, it fine like it is.

Dragons are made for the sole purpouse of attack, so If they had a low attack they would be useless.

(Comparing to another common summon creature, FFQ again)
Elite FFQ is in no way better than regular FFQ in terms of attack or defense. The only thing that changes is the summoning of Elite Fireflies instead of regular Fireflies (which have 1 more attack each). These have 1 more attack and defense, and the attack and defence of the elite ghoul has gone up as well.
(I am comparing everything to FFQ because It is a card implemented into the game already, and I want to see this card in as well)

Since the upgrade for necromancer (IMHO) is better than the upgrade for FFQ, I think that the upgrade should be 3/5 (a slight boost for playing one more quanta than the unupgraded)

Of course, I have no qualifications, respect or karma of any kind so this opinion is only my opionion  :P

Being captain obvious, that's a dark version of Firefly Queen without the duo mana usage. That said, without the duo mana usage, it's overpowered because of the cheap cost. Cheap because if you're using a mono-dark deck, there is no surprise in what kind of towers you draw (or how many Pests), thus there is an abundance. Maybe make the cost higher to 7 :darkness and change the ability use to  :death :death or  :darkness :darkness :darkness. Personally, I prefer that the ability to cost anything but darkness. Ghouls are pretty nasty, as well though. Summoning Pests you draw and generating Ghouls would make darkness very powerful. Perhaps too powerful.  :(

A side note to that, I think ghouls would fit more as a death monsters. Not because of the ability, I just think Necromancers manipulate dead things. I also heard they like to "necro-feel-ya."  :)

Ghoul works on sucessive atk, so a 3/2 ghoul who atk 4 times takes away 4 quanta? wow!

Eclipse, prehaps not so power, but compare to FFQ, eclipsed ghouls is better then fireflies....

Not to mention its mono..

but this is sucessive atk (as mentioned)
So it wont work, when shield blocks it, but it works very work when its sucessfully atked

Ok changes made to cards:

Necromancers:
+1 to cost. Lowered the attack of Abyssal Necromancer. CHanged summon to Death

Ghouls:
On each Successful attack has been added. Now Death creatures. Elite Ghoul now starts at 1 Hp.

I'm really liking the changes, I would definitely use this card if it came out. But, it seems like it doesn't follow the general trend with Darkness monsters having low HP. I think it would be a bit too good if it over encompasses the similarity between that card and Firefly Queen. Well, personally, I am fine with it as is, but for the sake of balancing it, maybe lower it's HP a 1 more? Or even making the attack higher then lowering the HP?

But yes, either way, I have to say again that I'd like to see this card duo implemented.  :)

Thankyou for your support. The main reason for such a high Hp is I saw this as the summoner and usually to take one out takes a bit of hassle thus the high Hp.

I could lower it slightly but didn't want it to be too low. But I suppose whacking an eclipse out will make these tough to kill espicially if you get ghouls out early in the game.

I will keep working on them and hopefully get them to be the card they can be. One day I will go back to my God card series and see what I can do there as well.
