It wouldnt shut down decks. you could still play creatures and do damage. it would just be a bitch towards certain creature skill based decks, but their arent that many of those. Im not sure it would be OP but it would be really nasty in certain situations.

firefly queen would definitely be shutdown. not sure what you mean about the other ones considering they either generate water quanta or carry shards of readiness. It is pretty op though. Balance wise It would probably cost so much as to be unplayable. lol.

I mean that a burrowd graboid in grabbix can never evolve. Also the lavagolems cannot grow. I call that a shutdown.
