With the way it was described, any creature going into a turtle shield got stalled, and was therefore unable to attack the second shield.

Correct, but the damage of that one attack, would get through, assuming higher then 1/2/3 (depends on shield)

Ok then, so the attack goes through. Why no double stall if I attack through two turtle shields?

Do I get to choose which shield goes in which slot, or does the game have some method of determining that for me?

1. Stealing a weapon/ blowing up shield, results in dual buckler's effect stopping and having another empty shield slot respectively.
