Like it is now, i would put 6 of them in:
a) a Rustler + light pilars + adrenaline deck.
b) my (no more with this card) FG OTK decks. Imagine, this stuff and mitosis = 4627623857 FG permanents destroyed. That includes pilars / pendulums. Devouriers, earthquakes and poseidon are nothing compared with this xD

This card is great for all those pesky dimensional shields you go up against if you're using a mono life deck. However, I feel that this card should be worth slightly more than just 3 :life. 3 :life seems to be a bit too cheap for a creature that has 3|3 and PC as well.

the PC is situational and out of your control.  taking that into consideration, the cost has to be low enough to make it worth using, along the lines of a frog or kfc.

Yuck. I don't like unnecessary random in cards, especially with something as important as which permanent to destroy. Just on principal.

But I think in practice it would be ok.

immaterial permanents would not be destroyed
spell reflection shields would not reflect the destruction- as it would be physical and not spell.
