Would be too situational, and doesn't exist in elements cards which works only with another card.

how about make this card like a sanctuary for your permanents? because having each permanent have its separate bubble is quite strong...

What happens if you try to steal a permanent with a bubble?
The card could be a permanent that for x water quanta created a bubble in the target permanent, what do you think? x might be 3...

The cost should be decreased. Protect artifact only cost 2  (i know its only for 1 card but its 4 ever)

You usually don't break any permanent of your opponent, but your aim is remove something is annoying you. With this you only need one more CC than necessary...

one more PC is a lot when sofo doesn't exist... Also with like 2 of these on the field at once, you're pretty much safe. having 1 per PC is on the OP side, I think this is reasonable and balanced. Could also make it heal hp like sanctuary does if it's necessary.

It probably just destroys the bubble, making you have to use steal twice.
