I have to say that, after testing this card for a day and a half, I think it's mechanically just fine. I actually like it, mechanically. It's strong, but it doesn't shut any one element down entirely, and it makes some currently-dominant decks (Life rush, Earth rush, some Rainbow rushes) falter a little, which it should.
I'm not sure if, philosophically, it fits in with Elements 1.23, but hey -- if Zanz wants to do the work to back this card up, it will open up a massive pile of new mechanics based on 'defining' passive skills in the future. We'll definitely get to the point where we need multiple passive skills if we go very far down that road, but I have no problem with that.
